It's definitely a flanger. You can get the same sound with an Electro Harmonix deLuxe Electric Mistress with valve amp overdrive.

For Robin Simon to step into McGeoch's role... well... I don't envy him. But he manages a more than diligent job. Great Stuff!

I believe he uses the same set up as McGeoch, which is an MXR Flanger and a Compression pedal with a Marshall combo.

Saw these guys in SF in 1979 or early 80. Old Waldorf(?)
Truly an amazing performance.
And the recordings are still as fresh and raw in 2010, particularly live album.

I disagree about Robin Simon. There is no substitute for John McGeoch. Although Robin Simon did play on Systems of Romance which is a great album.
